How do composers choose a key? (Or: why a string quartet in Eb?)

Now that we all use equal temperament, it's common to have a piece of music that you could transpose up or down a little bit without changing its sound or exceeding any instrument's range. So how do composers choose between, say, Eb and D when they're writing a piece? I'm especially interested in cases where the composer chooses an inconvenient key — e.g. a string quartet in Eb when D is a "better" key for strings, or a woodwind-heavy piece in D when Eb is a "better" key for winds.

It seems to be happening every five minutes or so for the last 2 hours or so. I woke up with it. It’s never happened before.
