Winds gusted up to 21 mph around time of crash

NBC News

Winds of 9 to 12 mph were coming from the south and southeast, with occasional gusts up to 21 mph, around the time of the crash, according to a weather station.

Visibility was good, up to 10 miles, the National Oceanographic and Atmospheric Administration was reporting at the time of the flight and the crash.

There had been light rain in the area, but not at the time of the flight or the crash.

The cloud ceiling was 7,000 feet, the weather station reported.

Data on FlightAware for a helicopter flight that matches the aircraft's tail number shows its altitude was a little more than 1,000 feet at its highest, well below the cloud ceiling.

“I would have never thought it was a helicopter,” he said. “It didn’t sound like something exploded. It just sounded like something hit something really hard, really loudly.”

She then saw people running toward the river, jumped up and followed them.

“By the time I came over here, only people that was here was the boats so far. The police didn’t show up yet, the fire department didn’t come yet when I first showed up,” she said. “But when they did come, everyone was in full force. Everybody went super fast to attend to the matter.”

Police and fire divers have recovered all six people who were on the helicopter, Police Commissioner Jessica Tisch told reporters.

Four people were pronounced dead at the scene, and the two others were taken to the hospital, where they "succumbed to their injuries," Tisch said.

The helicopter lost control shortly after it turned at the George Washington Bridge to move along the New Jersey shoreline, she said.

The cause is under investigation.

New Yorker describes moment helicopter dropped from sky

Sam Brock

Reporting from New York, NY

Dominick Cognata was walking along the West Side Highway to retrieve a flag football when a loud sound he'd never heard before caught his attention over by the New Jersey side of the river.

"It sounded like, like an engine just dying ... and I just turned, I look, and I saw the helicopter crash and splashing to the water," Cognata told NBC News.

He called 911, using Pier 40 as a reference point but saying it was hard to provide other details since there are no street signs near the walkway where he was. When Cognata got off the phone, he tried to record the helicopter, but it appeared to have already sunk.

Cognata described the event as "extremely tragic."

"It was crazy. ... I walk along this path almost, like, every day for exercise, and to just see that live," Cognata said. "You know, I've lived here my whole life. I've witnessed 9/11. I worked in the next building. So this is, like, something just added to that list of unfortunate things that I've seen happen in Manhattan."
