I don't see anything wrong here. It's taken the fail-safe option. I know many drivers that would freeze in lesser circumstances. On the left dividing the red taxi lane there are some what look like plastic bollards. It would have to reverse all the way back, that's ilegal or risk going forward without knowing if the ground is strong enough.
That's hardly a normal situation, and not a bad choice considering it likely wasn't trained on "gushing water main".
