Why would the cable tech tell me I had to contact my neighbors for hook up?

Currently I have frontier & they have been close to a disaster, and also their bill keeps going up $3.00 to $4.00 per month which adds up. I decided to switch over to Spectrum because I could have the same thing & save $55.00 per month. When the young, goofy tech arrived from Spectrum he said he had to go ask the neighbors behind me if he could go through their backyard to get to the pole. I've had three other cable companies & never went through this before. I was shocked when he came back & said the neighbors, WHO I DON'T KNOW, were not at home, & that I had to keep trying to get in touch with them. Why should I do this, I don't work for Spectrum!! I'm very busy, why wasn't this taken care of before hook up time? I had to completely cancel my order. Tried calling a supervisor, and after five minutes I just hung up.
